We would like to build or buy a "rehabilitation
/
training
facility"
(defined
as a
facility engaged in the treatment of substance
abuse patients and/or restoration of handicapped persons to useful
life
through education and therapy) in the Residential-5 zoning district,
and allows a "family care home" (defined as a nonprofit
housing
facility licensed by the State that provides room and board, personal
care, and rehabilitation services in a family environment for not
more
than 6 residents with disabilities) in all residential zoning
districts, provided it is not within 500 feet of another family care
home.
This "rehabilitation
/
training
facility"
will be for
our "Wounded
Warriors".
Some are not ready
to start living in the civilian world. This "facility" will allow
them to
prepare for their transition from
military to civilian. It would also help get them jobs.

The facility will
compliment existing hospitals and therapeutic centers
and serve primarily as a comfortable home for those who qualify.
Also Wooran's
Network Development
is aware that the
United States of America. distributes a number of grants for
the purpose of
international peace and security, by helping to reduce the dangers
posed by the
development, stockpiling, and proliferation of the world's most
destructive
weapons, in particular nuclear weapons, dangerous pathogens, and new
biotechnologies.
We would like to launch a new program for education
on International Peace and Security, including a computer training
center, where our "Warriors"
can
assist
American families
in being better prepared for unlikely emergency scenarios
.
The Department of Homeland Security's has stated that they know from
intelligence reports that terrorists are working hard to obtain
biological,
chemical, and radiological weapons, and the threat of an attack is
real.
There is clearly a need for better organized and integrated factual
reference
systems on the Internet. |

Since September 11th Wooran's Network
Development has been
researching databases of international relations
and
security. We have tried to get our results out to the general
public.
We ask for your help because of this country's demonstrated
interest
in organizations engaged in international issues, including peace and
security,
conservation and sustainable development, population and reproductive
health,
and human rights. To education and youth
leadership
development, especially for those from the underrepresented minority
communities.
We critically need funds to launch this sorely needed "rehabilitation
/
training
facility",
fund
the equipment, software, and the resources of two
teachers to
oversee and assist the volunteer student educators. This
equipment and support resources will constructively assist the
undereducated minority residents to be served by our new community
service
program.
Despite our general fund raising efforts, our program budget is far
from
balanced.
Cuts in government financing continue, with more expected, especially
those
affecting our clients with incomes below poverty level.
Undaunted, we are an organization
committed
to
excellence, with a clear vision and a passion for delivering
outstanding
results. We ask you to work with us to capitalize on our growth and
these
strengths.
Over the years the Government has proven the effectiveness of youth
leadership
development and community-based programs. The Government
has helped to
demonstrate that community outreach programs which are developed and
managed by
a community for a community make a striking impact. With the
partnership of the Government, our young leaders "Warriors"will
bring vital
education and critically-need training skills to their
neighbors, family
members and peers, and, in so doing, will effect positive change in
their own
communities.
Also our students and teachers will
assist
in support of research and training to strengthen public policy
advice
on the scientific and intellectual infrastructure of
international
security policy through an ongoing project engaged in creating a
federated
system of individual databases at different geographical locations,
accessible
through a single integrated user platform.
The objective is to offer professionals in the field and in related
sciences,
such as researchers, politicians and the media, an organized
authoritative and
structured factual reference system. The integrated database system
will
contain high-quality, up-to-date and clearly documented information
covering
many areas in the field of international relations and security, such
as hard
facts on states and international organizations, statistics,
chronologies and
data on, for example, conflicts, arms transfers and military
expenditure.
I believe that "information-sharing is
a
powerful positive good, and that is an ethical duty of all IT
professionals to help.
Whether
we are in a
state of
Peace
or War.
The challenge at this stage is to seize the opportunity, to take the
risk, to
realize an innovative, new, rewarding and productive future. With the
strength
which has made us and the program what it is today, the choice is an
easy
one--help our community meet the challenges of
Terrorism and Counter terrorism facing us today, while helping
our "Warriors" at the same time.
The need for effective computer training and education cannot be
overstated.
The technical training requirements of our community are overwhelming
and
mirror the needs of most other inner-city populations. The program is
ready to
be launched as a national model for all inner city community
organizations
everywhere for building a future, uplifting individuals, creating
self-sufficiency.
