Hi Stephanie, my name is Bill Jankowski, and I was one of the three guys that came up from Southport to welcome home the Marines last Saturday.  You mentioned that you could use some books for the Wounded Warrior Barracks.  We have been busy here in Southport rounding up as many books as we could in a short time.  We are planning a return trip to the Barracks next Wednesday, March 28, 2007.  We would like to meet with you, and the NCOIC of the barracks (I cannot remember his name) to discuss other ways to offer our help and assistance.  Also, if possible, we would also like to speak to some of Marines, providing they feel up to it.  Any assistance you may be able to provide would be greatifuly appreciated.  You can contact me at 910-457-1708 should you have any questions.  Hope to hear from you soon.  Bill Jankowski

Dear Stephanie:
We are members of the 4th Degree Knights of Columbus, Brunswick Assembly 2826, Southport NC.  The main principle of the 4th Degree is "Patriotism, love for and devotion to one's country." Some of our activities include, making trips to the North Carolina State Veterans Nursing Home, located in Fayetteville, NC. We make two trips to the home, one in April, and one at Christmas.  At the home we play bingo, serve hot-dogs and soda, but mostly we visit with the veterans to let them know they are not forgotten. We take part in the flag raising at the start of the Southport 4th of July Parade, we were part of the opening ceremonies in Bolivia, NC with the Vietnam Veterans Memorial Moving Wall, we raise the Flag at Wilmington City Hall on Flag Day, we march in the Oak Island Christmas Parade.

Brunswick Assembly 2826 is fairly new, having been chartered in 2004, but as our membership grows we are undertaking more activities. If you have any further question, please do not hesitate to ask.

Bill Jankowski

Good Afternoon Stephanie,

I was able to open the wooran's website and have spent a couple of hours pouring over it. You are doing a wonderful thing! I have spent the last hour talking to a colleague of mine and we want to help further by volunteering our time to help educate your "boys" on their ability to own their own homes. As do you, we believe knowledge is power and getting the information to them will be their power. Not only can we teach them the right questions to ask but we can also teach how important it is to ask those questions.

I am so inspired. Please let me know if my services could be of use.

I found the page about you and your husband. You both make a beautiful couple. I am so glad you happened apon me, even if it was only by accident.

Ms. Charron:

I applaud your intention and hope you will be able to realize it. You may want to focus your search for such a boarding house in the Jacksonville area, which is closest to the base and the medical facilities and job opportunities it offers, and is served by a bus transit system (Onslow United Transit System (OUTS)- 910.346.2998,
outs@co.onslow.nc.us). Use of property in Jacksonville or its planning jurisdiction (extending approximately 1 mile beyond its city limits) is subject to the City's zoning regulations. If you haven't already, I suggest that you contact Gary Ouellette (938-5361) of the City's zoning staff for more information about where boarding houses are allowed and what regulations apply to such uses or locations.

If you find property outside Jacksonville's planning jurisdiction, or wish to extend your search beyond the City's jurisdiction, then Onslow County's zoning regulations would apply. Our regulations do not recognize boarding houses or rooming houses as permitted uses, but does allow a "rehabilitation facility" (defined as a facility engaged in the treatment of substance abuse patients and/or restoration of handicapped persons to useful life through education and therapy) in the Residential-5 zoning district, and allows a "family care home" (defined as a nonprofit housing facility licensed by the State that provides room and board, personal care, and rehabilitation services in a family environment for not more than 6 residents with disabilities) in all residential zoning districts, provided it is not within 500 feet of another family care home. For additional information about County zoning regulations, please contact Angie Manning (455-3661 ext. 313).

Depending on how the proposed use is classified, it may also be subject to special standards under the NC State Building Code.

Dear  Stephanie,

Try the VA.  There is support for opening homes to veterans who are displaced. As always , there is a great deal of paperwork, but if you stick with it, you can do  exactly what you are talking about. My brother ,
David Thomas is working on a project , similar to what you are talking about. He is a former  Marine and  Ranger person.  He has a work in progress.  He told me to tell you to:

Contact  the DAV and VFW,  and a group called Veterans helping Veterans ( website).  You will also need  send to letters to your  state representatives to gather their support.
Armed with support from these groups you will be able to find the resources and support you need.

 God Bless You,

 A. Janis Billups  LTC ( Retired)

Hi Stephanie,

I found some websites that may provide more information on setting up a
rehabilitation facility in your home.

One is the website of the Association for Home & Hospice Care of North
Carolina. This website has information about home care and hospice
services, updates on educational offerings, and an on-line directory of
agencies and vendors located across the State. The address is
http://www.homeandhospicecare.org/index.html.

Another website is the Family Care Giver section of the National
Association for Home Care and Hospice. This website provides information
on billing and payment practices, accrediting agencies, and state
resources. Its address is http://www.nahc.org/famcaregiver.html.

Additionally, the Joint Comission on Accrediation of Healthcare
Organizations has a section on the accrediation of home care facilities. Its website is
http://www.jointcommission.org/AccreditationPrograms/HomeCare/.

Finally, some books that may be useful to you are:

Handbook of Home Health Care Administration edited by Marilyn D. Harris  Home Health and Rehabilitation : Concepts of Care edited by Bella J. May.

Please let us know if you have any questions.

I am very sorry it took me so long to reply.  My lawyer has advised me to take $5000 cash and cut my loss.  I do not see this as a loss.  More like a perk.

I have been working with real estate brokers here in Jacksonville. I can get a VA loan on my own,  The paperwork has come to a halt due to a computer error with IRS.  This is being corrected.

The guys at Maxwell Hall said that the USO is  doing some really great work.  I do not  know how to do all this non-profit stuff.  I am trying to learn.
Any advice you can give me would be great. I do not think we need anymore non-profits for WW's. Together we can do so much more.  I would love to work with your organization.  Please feel free to call me anytime.

Thanks Stephanie,

I will call Monday, but I hope you can meet on Wednesday morning, between 10am and noon. I think we could do plenty of brainstorming in one hour, and we can discuss what resources the Wounded Warrior Project can offer to assist.

What is the best number to reach you?

Mrs. Charron, first, thanks for you efforts to support you husband
in these trying times. I have a daughter who is married to a man in Iraq and
is living at Ft. Sill, it is not easy for the soldier or spouse. In
addition, I have a 80% combat rated VA disability from Viet Nam so I do
appreciate what you are doing.

You did not give much for specifics but here are some places to start. I
will assume you want to form a non-profit 501c3, it would be the wisest
move. I have provided you with contact information for your area and links
that can help you in the initial planning, after you done your homework
please feel free to contact me with more detailed questions. Best wishes Tim

The first stop for non-profit research would be to go to the IRS web page
X-MHSC-http://www.irs.gov/charities/content/0,,id=96986,00.html on charities and
it will give you the details on how to apply. You will need an attorney and
an accountant to help put the paperwork together unless you are very good
yourself.

In addition, here is a list of Grant making foundations that I got from
Yahoo.
X-MHSC-http://dir.yahoo.com/Society_and_Culture/Issues_and_Causes/Philanthropy/Orga
nizations/Grant_Making_Foundations/ this will list the foundations and
tell you which ones might be interested in funding some of your project.

How do you learn to write grant requests?
Each foundation or organization will provide the paperwork you need.

Because of the amount of detail that you need, I would suggest you go to
your local Score and SBDC centers in your area. The services are free. I
have provided some information below that will get you started. I do not
recommend grant-funding mentoring services. The process below will help get
you started.

Next, I recommend you look at the following SBA sites for additional help.
First, you should go to the SBA Web site and check out their list of web
sites http://www.sba.gov/hotlist/search.html the general NC SBA web site is
X-MHSC-http://www.sba.gov/nc/ .

I would suggest you go to http://www.sba.gov/library/pubs.html and you will
find a list of over 200 publications the SBA has to help you in all areas of
business plan development, marketing, finance, etc. A very good resource and
you can download the information. This small business startup kit is
intended to serve as a roadmap for starting a business. It is both
comprehensive and easy to use. It also includes numerous electronic links
for additional information. Use this powerful interactive tool, with many
supporting resources to help you start a successful business.
X-MHSC-http://www.sba.gov/starting_business/startup/guide.html
A very good resource and you can download the information. They even have
information on non-profits.

You might want to do some direct counseling with a Score member in NC,
someone who knows your area. Free counseling is available by appointment
X-MHSC-http://www.sba.gov/gopher/Local-Information/Service-Corps-Of-Retired-Executi
ves/sconc.txt

If you have not talked to the SBA sponsored Small Business Development
Center you should. The services are free and comprehensive.
X-MHSC-http://www.sba.gov/gopher/Local-Information/Small-Business-Development-Cente
rs/sbdcnc.txt

Last, here is a site address for all of your NC business sites you will or
may need to contact. http://www.sba.gov/nc/local.html

Womens Business Centers
SBA sponsors the North Carolina Center for Women Business Owners in
Fayetteville, the Womens Business Center of North Carolina
X-MHSC-http://www.wcof.org/ , in Durham and Mountain Microenterprise in Asheville
X-MHSC-http://www.mtnmicro.org/ , three of more than 90 in the network of Womens
Business Centers (WBC) that provide a wide range of services to women
entrepreneurs at all levels of business development.

Hello Stephanie,
My broker forwarded you request for farmsteads in North Dakota to me, and I want to thank you for doing such a wonderful gesture. Depending on the amount of money you wish to spend, and how many bedrooms you will need, acres, etc. - I have a few that come to mind.
Top of the line would be the Windy Willow Ranch. It is 5 miles from Carrington on Hwy. 200. A beautiful log cabin two story home with 27 acres. 4 bedroom/3 1/2 baths w/two story fossil rock fireplace in vaulted living room, large living/dining/kitchen area with 2nd level loft recreation room. Two large decks w/hot tub, large well manicured lawn. Heated machine shop, cold storage shop, small barn, and lots of very nice succor rod corrals. This property is beautiful with an asking price of $325,000.00. It will be online by beginning of next week.
The second one that comes to mind on a smaller price tag scale, is the Windwood Farm. It is a hobby farms on 10 acres 14 miles west of Carrington, just off Hwy. 30. It has lots of small buildings set up for chickens, geese, a few sheep, cows and couple horses. It is very well kept with 4 sheds for small hobbies, a workshop off the garage, nice sun porch and large kitchen, dining, and living room. It has 4 bedrooms plus a guest living quarters currrently used as a quilting room. You can see this one listed as Carrington Farmstead at www.prairieroserealty.com . The Windwood Farm is $139,000.00.
Please let me know what you would require, and it will be easier for me to narrow it down for you as far as what is available, and what is coming up. There is also the Fisher home in Steele that has 4 large bedrooms, just 35 minutes from Bismarck. They are asking $72,000.00. That one is also on our web page.
Thank you for your interest, and I look forward to hearing from you.

Dear Stephanie,

Thanks for visiting our website.

is providing an unrestricted grant to the USO in support of their mission to provide morale, welfare and recreation-type

Ms. Charron:

You certainly have chosen a worthy challenge. First, I suggest you talk with the City of Jacksonville Planning Department.  It is located in offices across from the City Hall on New Bridge Street. They will talk with you about various zoning regulations (where to look for a building to operate) and other codes related to running a boarding house.
There are unfortunately, many regulations regarding the safety and similar subjects that must be addressed prior to beginning operations.  If you choose a site outside of Jacksonville, then the County's
Planning Department is located on College Street next to the Health Department.   The next contacts might include the USO, United Way and the County's Veterans Service Office.
Each may be able to give you some insight into what might be expected and how to establish the contacts needed with the veterans.   From there, it will probably be a learning experience for you and those that you serve.   Best wishes with your project.     fwc

Ma'am-  Many services are available through the Veteran's Administration for those Marines and Sailors being discharged or medically retired due to traumatic injuries.  Several state governments are providing assistance during the transition period as well.  Navy-Marine Corps Relief Society may provide specific assistance on a case-by-case basis.  Locally,  I recommend you contact www.woundedwarriorproject.org or the head of the local Wounded Warrior barracks, LtCol Maxwell, to discuss the project, determine the scope of the need, etc.  For your information, the Military Severely Injured Center through military one source can be reached at 888-774-1361, and is another resource.  The local rep is L. Mack Wade, whose number is 910-987-7721, and his email is mack.wade@militaryonesource.com. The local VA office and Jacksonville/Onslow Project Care in the local community may wish to work with you on this idea as well.   I hope these resources help you get started and give you enough info to proceed.

Dear Mrs. Charron,

Thank you for your note and for your energy, initiative and ideas to assist our wounded Marines. In assisting them, you serve our country, our Corps and the families of those wounded.

That noted, I'm really not the person to give advice on setting up and running this type facility. Just addressing the challenges of ensuring appropriate on call medical and psychological support from trained professionals place your ambitious ideas beyond the capabilities of Leatherneck to address. I recommend you seek legal and financial advice from a trained lawyer and financial counselors/advisors.

I do wish you all the best with your goals.

Hello Stephanie.  I received your e-mail about possibly building a home for wounded marines.  For property like this, it would be treated as a business loan and Marine FCU?s business services are not yet up and running.  Furthermore, we will not be lending money to assist with the start up of a business.  You may want to start with Navy Marine Corps Relief society because they may be able to point you in the right direction for federal funding for something like this.  Please let me know if I can be of further assistance.  It sounds like a great idea!

Hello Ms. Charron,

I spoke with you last week on purchasing a home in the Jacksonville area to house wounded service members.  I have been searching the area and would like to check on a couple of preferences you may have.  Would a 1 story be preferred to a 2 story?  Do they need to be in a certain proximity to the Naval Hospital?  Also, have you checked with the city or county on what requirements you would need to meet with this housing?  Let me know if there is anything I can do to help.  I have been to your website, and I would be happy to help with this project any way that I can.

Ms. Charron --

Good afternoon. I'm Rob Colenso, the features editor for Army Times Publishing Company. I received a copy of your email below and wanted to send along a quick response.

If your aim is to set up a boarding facility for wounded Marines in the Camp Lejeune, N.C., area, I'd recommend that you start by contacting the local family service center or Morale, Welfare and Recreation Directorate at Camp Lejeune.

My understanding is that base officials there recently converted an officer housing facility to serve as a housing area for wounded service members recovering from injuries received in the war zone; it's called "Maxwell Hall" or the "Wounded Warrior Barracks," depending on who you talk to about it.

Given that this was a temporary solution, there might indeed be some interest in the kind of facility you have in mind.

In addition to local contacts at Lejeune, you might also try contacting the Wounded Warrior Project, a nonprofit group that seeks to aid wounded service members. They're online at www.woundedwarriorproject.org .

If I can be of any further assistance, please let me know. Best of luck to you,

Rob

What a wonderful idea!!!! I would first suggest that you contact the SBC at the Community College; they have a great business counseling staff. The purchase/building loan that SBA guarantees is the 504 loan. I am going to send you the link separately as I am not skilled on the computer. As much as this project appeals to my senses that it should perhaps be non-profit, SBA loans are only for profit making businesses as there are the payback requirements. I am located in Wilmington; please feel free to contact me with any questions. Best wishes!!!!

Stephanie,
I forwarded your email on to my co-listing agent on the property you saw on Loopnet. Your idea of a group home and refuge location for servicemen trying to get back into the civilian life is greatly needed. My youngest son served in the Marines for four years and did have trouble getting back into civilian life. He has trouble with his hearing, but has received no help and just has to get out there and make it anyway. We will put our heads together and see if we can come up with something for you.

Hello Ms.

Stephanie,
I commend you for your efforts.

We have visited with the wounded at Camp Lejeune and Barbara Whitehead, who runs our NC branch of G2TT has made a huge difference to our organization.

However, we are a NONPROFIT organization and have no funds to assist such a program. We barely have enough funds to keep ourselves afloat and we are concerned as we need to fundraise ourselves!

You have $30,000? That's more than we have altogether in all our bank accounts combined! Perhaps it is YOU who can guve US some advice! You seem to be better at fundraising than we are!

I wish we could help, but perhaps there's something you and Barb can coordiante as far as spreading the word.

Semper Fi.

Love,
Andi

Andi Grant, the national Director of Give2theTroops has forwarded your request to me.
Have you conducted a needs assessment, filed for a certificate of need from facility services, obtained the necessary  licenses, entered into an agreement with the Veteran's Adminstration, received insurance reinbursement coverage, created a business plan? What professionals will be on staff? Are you a rehab counselor? Do you have the necessary permits from the City and county?
It seems to me that you have some ideas but I didn't gather anything from your letter that indicates you are actually in a planning stage.
Before asking for funds, you may want to get all the paperwork completed. Investors want to see the actual concrete results of your work.

Stephanie:

Thank you for your email and your heart for veterans, for better coordinated care for veterans and their families, and for peace.  There is so much need.  I would suggest that you connect with the nearest VA Medical Center, first of all, to find out what else might be going on in your area that you could hook up to.  I would also suggest that you find out about the homeless services and employment services available in the jacksonville area and perhaps attend some of their meetings or visit some of their programs.  Local Veteran Service Organizations are always looking for strong programs to invest their resources and engergy into.  Since we do not have programs in Florida we are not familiar with the care system in the southeast.  Best of luck to you!

I am copying your email to the National Coalition for Homeless Veterans.  They may be able to further assistant you.

Ma'am-  Many services are available through
the Veteran's Administration for those Marines and Sailors being discharged
or medically retired due to traumatic injuries.  Several state governments
are providing assistance during the transition period as
well.  Navy-Marine Corps Relief Society may provide
specific assistance on a case-by-case basis.  Locally,  I
recommend you contact www.woundedwarriorproject.org or
the head of the local Wounded Warrior barracks, LtCol Maxwell, to discuss the
project, determine the scope of the need, etc.  For your information, the
Military Severely Injured Center through military one source can be reached at
888-774-1361, and is another resource.  The local rep is L. Mack Wade,
whose number is 910-987-7721, and his email is mack.wade@militaryonesource.com.
The local VA office and Jacksonville/Onslow Project Care in the local community
may wish to work with you on this idea as well.   I hope these
resources help you get started and give you enough info to proceed.

You may want to make a request to the Onslow County Board of
Commissioners for funding of your project.

You will need to have a written plan which should detail the function of
your project, the benefits of your project and the annual cost of your
project.

Also, this project sounds like one that might be a United Way funding
type of project and you may wish to contact the local United Way.

Good luck with your admirable project.

The first stop for non-profit research would be to go to the IRS web page
http://www.irs.gov/charities/content/0,,id=96986,00.html on charities and
it will give you the details on how to apply. You will need an attorney and
an accountant to help put the paperwork together unless you are very good
yourself.

In addition, here is a list of Grant making foundations that I got from
Yahoo.
http://dir.yahoo.com/Society_and_Culture/Issues_and_Causes/Philanthropy/Orga
nizations/Grant_Making_Foundations/
this will list the foundations and
tell you which ones might be interested in funding some of your project.

First, you should go to the SBA Web site and check out their list of web
sites http://www.sba.gov/hotlist/search.html the general NC SBA web site is
http://www.sba.gov/nc/ .

I would suggest you go to http://www.sba.gov/library/pubs.html and you will
find a list of over 200 publications the SBA has to help you in all areas of
business plan development, marketing, finance, etc. A very good resource and
you can download the information. This small business startup kit is
intended to serve as a roadmap for starting a business. It is both
comprehensive and easy to use. It also includes numerous electronic links
for additional information. Use this powerful interactive tool, with many
supporting resources to help you start a successful business.
http://www.sba.gov/starting_business/startup/guide.html
A very good resource and you can download the information. They even have
information on non-profits.

You might want to do some direct counseling with a Score member in NC,
someone who knows your area. Free counseling is available by appointment
http://www.sba.gov/gopher/Local-Information/Service-Corps-Of-Retired-Executi
ves/sconc.txt

If you have not talked to the SBA sponsored Small Business Development
Center you should. The services are free and comprehensive.

Last, here is a site address for all of your NC business sites you will or
may need to contact. http://www.sba.gov/nc/local.html

Womens Business Centers
SBA sponsors the North Carolina Center for Women Business Owners in
Fayetteville, the Womens Business Center of North Carolina
http://www.wcof.org/ , in Durham and Mountain Microenterprise in Asheville

Business Centers (WBC) that provide a wide range of services to women
entrepreneurs at all levels of business development.
SBA also sponsors the Online Womens Business Center

Hello Stephanie,

My broker forwarded you request for farmsteads in North Dakota to me, and I want to thank you for doing such a wonderful gesture.
Depending on the amount of money you wish to spend, and how many bedrooms you will need,
acres, etc. - I have a few that come to mind.    Top of the line would be the Windy Willow Ranch. It is 5 miles from Carrington on Hwy. 200.
A beautiful log cabin two story home with 27 acres. 4 bedroom/3 1/2 baths w/two story
fossil rock fireplace in vaulted living room, large living/dining/kitchen area with 2nd level loft recreation room.
Two large decks w/hot tub, large well manicured lawn. Heated machine shop, cold storage shop, small barn, and lots of
very nice succor rod corrals. This property is beautiful with an asking price of $325,000.00. It will be online by beginning of next week.

The second one that comes to mind on a smaller price tag scale, is the Windwood Farm. It is a hobby farms on 10 acres 14 miles west of Carrington,
just off Hwy. 30. It has lots of small buildings set up for chickens, geese,
a few sheep, cows and couple horses. It is very well kept with 4 sheds for small hobbies, a workshop off the garage, nice sun porch and large kitchen,
dining, and living room. It has 4 bedrooms plus a guest living quarters
currrently used as a quilting room. You can see this one listed as Carrington Farmstead at www.prairieroserealty.com . The Windwood Farm is $139,000.00.     Please let me know what you would require, and it will be easier for me to narrow it down for you as far as what is available, and what is coming up.
There is also the Fisher home in Steele that has 4 large bedrooms,
just 35 minutes from Bismarck. They are asking $72,000.00. That one is also on our web page.     Thank you for your interest, and I look forward
to hearing from you.

Dear Mrs. Charron,
Thank you for your note and for your energy, initiative and ideas to assist our wounded Marines.

Thanks and congratulations on your Marine family.

We sell farms and ranches.  Did you have a particular area of Texas you were interested in?  size home? number of acres? budget?

Lots of questions - have you looked at our listings on our website to see if any of those looked right for your use?

Please let us know.
Thanks

Mrs. Charron, I commend on you on your desire to help our wounded servicemen.  BAE Systems is already providing significant financial support ? in the $millions actually ? to a number of organizations providing exactly what you propose, as well as a wide range of other important needs.  Organizations such as the USO, the Armed Forces Foundation, the Semper Fi fund, the Fisher Houses, Marine Corps Scholarship Foundation, etc.   While we cannot support your enterprise, we do wish you great success.
